Those wishing to fly a drone must adhere to a set of crucial guidelines to ensure safety and regulatory compliance.
First, submitting an RPA Entry Declaration in the country is required, followed by pre-registration through SIRPA. It is imperative to register the drone with the National Aeronautical Registry before any flight and to have an RPA Insurance Policy to cover potential contingencies.
Additionally, it is essential to understand and comply with specific regulations, including Regulation 60 (Licensing), Regulation 67 (Aeronautical Medical Certificate), Regulation 91 (Flight Rules), and Regulation 281 (Air Regulations).
RPAS operations are limited to altitudes not exceeding 400 feet (122 meters) unless explicitly authorized by the Aeronautical Authority. Operating over people at heights lower than 150 feet (46 meters) is also prohibited. These restrictions aim to ensure safety and mitigate risks to individuals and property.
Aeronautical Regulation 130 governs aerial work, specifying that any remunerated aerial work requires an Operator's Certificate (ROC) granted by the Aeronautical Authority. This measure seeks to regulate and control drone operations for commercial purposes.
It is important to note that, according to the latest available information, INAC has imposed restrictions until a specified date and currently only grants special permits to certified companies with an ROC. This permit must be approved by the Presidential Honor Guard and CODAI, as established in Official Gazette No. 42.155. These regulations apply to both recreational flights and operations by certified companies.
To obtain an operational permit for drones in Venezuela, a detailed application must be submitted to the Aeronautical Authority (INAC), including a comprehensive description of the intended use and the geographical coordinates of the flight location. This process ensures proper oversight and compliance with current regulations.
